state dept approves clone of keystone XL--enbridge inc and its us subsidiary have circumvented the pipeline permitting process.  by the middle of next year, the calgary based company will be transporting 800,000 bpd of tar sands oil from western canada into the us.....by diverting tar sands oil to the pipeline that alaready crosses the border, enbridge circumvents the state dept permitting process.  the article also talks about the 300 + pipe defects that the co knew existed 2 yrs before the kalamazoo river spill
